Will YouTube leave Russia?

Russia is introducing legislation covering online video services. A 20% foreign ownership cap is being placed on OTT services and organisers of audiovisual services (YouTube could fall into this category) could have to create additional infrastructure to stay within the law. The problem is that YouTube does not clearly separate professional and user-generated content. The legislation appears to target Netflix, and amendments are already being introduced. However, at present there is doubt over whether YouTube will be able to comply.
