After this announcement, Trump said “Then we’ll have to do something about the WTO because they’ve let China get away with murder,” according to Reuters, so there is no likely early resumption to tariff-free trading. Joe Biden is reported to be unlikely to be able to ease the tariffs even if he wins the election in November.
