Controversy Surrounds Spectrum Auction Rules

The USA’s FCC has approved rules surrounding the spectrum incentive auctions. These include bidding procedures and repacking some broadcasters in thee duplex gap after the auction. Following the decision, the NAB has issued a statement reaffirming its opposition to the new rules. The NAB says that the rules undercut the notion of a voluntary auction; set low payments to broadcasters; and establish a variable band plan that will lead to interference disputes.
